Accessibility statement

This accessibility statement applies to www.greaternorwichgrowth.org.uk

This website is run by the Greater Norwich Growth Board. 

We want as many people as possible to be able to use this website. 

For example, that means you should be able to: 

  • Change colours, contrast levels and fonts 
  • Zoom in up to 400% without the text spilling off the screen and without content being truncated or overlapping 
  • Navigate most of the website using just a keyboard 
  • Navigate most of the website using speech recognition software 
  • Listen to most of the website using a screen reader (including the most recent versions of JAWS, NVDA and VoiceOver) 

AbilityNet has advice on making your device easier to use if you have a disability. 

How accessible this website is 

We aim to meet the World Wide Web Consortium (W3C) Web Content Accessibility Guidelines (WCAG) 2.2 at AA level.  However, we know some parts of this website are not fully accessible: 

  • Some repeated content falls within the main body of the page, making it harder for users to skip past
  • There are issues with embedded videos:
    • There is no audio description
    • When a person is speaking on the video they are not identified in the captions - and the captions obscure their name when it is displayed on the screen
    • There are some inaccuracies and missing punctuation in captions
    • Not all buttons work when navigating the site with a keyboard
    • Some buttons do not have an accessible name that describes what they do
  • Where there are pages with two types of search buttons (such as the general site search and project search) they have the same accessible name
  • Messages provided on search pages, such as how many results have been returned, are not correctly marked up as status messages
  • Some images are marked as meaningful when they are just decorative
  • When the website is in mobile view, the chevrons used in the navigation menu do not have sufficient colour contrast.
  • Some pages contain embedded Power BI content, which has several issues that makes it difficult to use for some people
  • There are issues with PDFs, such as:
    • Some tables are not correctly formatted
    • Some lists are not correctly formatted
    • Some headings are not correctly formatted
    • Some footnotes and notes are not correctly formatted
    • Some diagrams do not have alternative text descriptions
    • Some link text does not clearly describe where the viewer is being taken or what they can expect when they click the link
    • Some PDFs do not have a title or language assigned to them
    • The colour contrast between background and text on some PDFs

The content listed below is non-accessible for the following reasons. 

Non-compliance with the accessibility regulations 

Repeating content appearing in the main body of multiple pages

On many of our pages we have a panel showing the four authorities that are partners in the Greater Norwich Growth Board. This repeated content falls within the main body of the page, so it cannot be skipped by the user in the same way that they can skip the header and navigation menu to get to the main content. 

This fails:

  • WCAG 1.3.1 Info and Relationships
  • WCAG 2.4.1 Bypass blocks 

No audio description on videos

On the Physical Activity and Sport Strategy page, we have two embedded YouTube videos. Neither of these have audio description included. 

This fails: 

  • WCAG 1.2.3 Audio Description or Media Alternative (Prerecorded) 
  • WCAG 1.2.5 Audio Description (Prerecorded) 

Captions do not give speakers' names, obscure those names when they appear on screen and contain some inaccuracies

Both videos on the Physical Activity and Sport Strategy page have captions. However, the captions do not identify who is speaking at the time.

The name of the speaker does appear on the video itself, but this is then obscured by the captions. There are also some inaccuracies and missing punctuation on the captions.

This fails WCAG 1.2.2 Captions (Prerecorded).

Not all video buttons work when navigating with a keyboard

On both videos on the Physical Activity and Sport Strategy page, there is a small button in the top left-hand corner of the screen, which is the Broadland/South Norfolk logo. 

If you click on this button using a mouse, it takes you to the Broadland and South Norfolk YouTube channel. If you try to use this button with a keyboard, using the standard command of the 'enter' key, it does not work.

This fails WCAG 2.1.1 Keyboard.

Video button does not tell you clearly what it does or where it links to

This issue also relates to the small Broadland/South Norfolk button in the top left-hand corner of the videos on the Physical Activity and Sport Strategy page.

The accessible name is: "Photo image of South Norfolk and Broadland". This doesn't suggest it is a link to the two councils' YouTube channel.

This fails:

  • WCAG 3.2.2 Labels or Instructions
  • WCAG 1.3.1 Info and Relationships
  • WCAG 2.5.3 Label in Name

Separate search functions have the same accessible name

The accessible name for the Projects Showcase search button is 'Search'. This is the same accessible name as the site search button has. This means assistive technology users may struggle to identify or use the button.

This fails WCAG 3.3.2 Labels and Instructions.

Messages on search results are not correctly identified as status messages

When the user submits the Projects Showcase search form, the page text changes to say what results it's showing (such as 'There are 27 results') or to say there aren't any results ('Searching on [keyword] found no results'). 

This is classified as a status message, but that text is not nested in a container with the attribute and value 'role="status"'.

This fails WCAG 4.1.3 Status Messages.

Images are marked as meaningful when they are decorative

Images on the cards on the Projects Showcase page are marked as 'meaningful' when they should be 'decorative' as they are not conveying any information that is needed on the page.

This fails WCAG 1.1.1 Non-text Content

Chevrons on mobile-view navigation menu do not have sufficient colour contrast

When viewed on a mobile device, the site's navigation menu has buttons marked as chevrons that open child pages. 

When in their normal state, the white chevrons do not have sufficient colour contrast against the grey background. When in their selected state, the yellow border around them also does not have sufficient contrast against the background.

This fails WCAG 1.4.11 Non-text Contrast.

Power BI content

Some pages contain embedded Power BI content, which has several issues that makes it difficult to use for some people. We are investigating this and will update this statement with further details on the accessibility issues soon.

Headings not correctly nested 

On the Meetings page, there is an instance on the Previous Meetings section where there are consecutive H2 headings then H3 instead of H2, H3 and H4.  

This fails WCAG 1.3.1 Info and Relationships 

Tables on PDFs not correctly formatted

Some tables on the Greater Norwich Annual Monitoring Report 2021-2022 - Appendices and Draft Joint Five Year Infrastructure Plan 2025-2030 may be difficult for some people to access because:

  • Table header formatting is applied incorrectly (for example, across the whole table or not applied to a table at all)
  • It contains empty or merged cells
  • It contains unexplained abbreviations (for example, N/A)
  • It contains asterisks to take you to notes elsewhere or inverted commas, which some screen readers will not pick up
  • It uses colour coding, which anyone with difficulties differentiating between colours will find hard to use

This fails:

  • WCAG 1.3.1 Info and Relationships 
  • WCAG 1.3.2 Meaningful Sequence 
  • WCAG 1.4.1 Use of Colour

Lists on PDFs not correctly formatted

Some lists on the Greater Norwich Annual Monitoring Report 2021-2022 - Appendices may be hard to read because they have content which isn't list text inserted into them - for example, headings or tables. Paragraph spacing may also have been used to separate list items. 

This fails WCAG 1.3.1 Info and Relationships

Headings on PDFs not correctly formatted

On the Greater Norwich Annual Monitoring Report 2021-2022 - Appendices and Draft Joint Five Year Infrastructure Plan 2025-2030 there may be headings which are not correctly set up using heading text. For example, using bold body text instead of an H4 heading style.

This fails:
•    WCAG 1.3.1 Info and Relationships 
•    WCAG 2.4.6 Headings and Labels

Footnotes and notes not correctly formatted on PDFs

On the Greater Norwich Annual Monitoring Report 2021-2022 - Appendices and Draft Joint Five Year Infrastructure Plan 2025-2030 there may be notes and footnotes added without using the correct references menu, or an asterisk used to mark a note when some screen readers are unable to pick up asterisks.

This fails WCAG 1.3.2 Meaningful Sequence

Diagrams without alternative text descriptions

On the Draft Joint Five Year Infrastructure Plan 2025-2030 there is no text description available of a diagram on a page. 

This fails WCAG 1.1.1 Non-text Content

Link text not providing clear descriptions or directions

Some link text in the Greater Norwich Annual Monitoring Report 2021-2022 - Appendices and Draft Joint Five Year Infrastructure Plan 2025-2030 does not clearly describe where the viewer is being taken or what they can expect when they click the link.

This fails WCAG 2.4.4 Link Purpose in Context

PDFs without an assigned language or accessible title

The Greater Norwich Annual Monitoring Report 2021-2022 - Appendices and Draft Joint Five Year Infrastructure Plan 2025-2030 may not be correctly formatted with an accessible title or language (for example, English).

This fails:

  • WCAG 2.4.2 Page Titled
  • WCAG 3.1.1 Language of Page

Insufficient colour contrast between text and background

The Greater Norwich Annual Monitoring Report 2021-2022 - Appendices has text which has a poor colour contrast with its background.

This fails WCAG 1.4.3 Contrast (Minimum).

The content is not within the scope of the accessibility regulations 

Older documents 

Many of our older documents do not meet accessibility standards - for example, they may not be structured so they're accessible to a screen reader. This fails WCAG 4.1.2 Name, role, value. 

The accessibility regulations do not require us to fix documents published before 23 September 2018 if they're not essential to providing our services. 

Any new documents we publish will meet accessibility standards. 

Maps 

Our maps are not accessible to screen reader users. We have ensured that essential navigation information included in maps, such as addresses or directions, are available in an accessible format. 

Preparation of this accessibility statement 

This statement was prepared on 10 March 2025. The statement was last reviewed on 12 March 2025. 

This website was last tested in March 2025. Norfolk County Council's Digital Customer Experience Team carried out the test. 

We tested the website www.greaternorwichgrowth.org.uk using automated and manual tests.

We used: 

  • Accessibility Insights for Web browser extension
  • Browser developer tools 
  • Web Developer browser extension
  • Stylus browser extension
  • Colourcontrast.cc browser extension

We used a sample-based approach to auditing, based on the Website Accessibility Conformance Evaluation Methodology (WCAG-EM).
