Accessibility Statement

This accessibility statement applies to www.greaternorwichgrowth.org.uk

This website is run by the Greater Norwich Growth Board. 

We want as many people as possible to be able to use this website. 

For example, that means you should be able to: 

  • Change colours, contrast levels and fonts 
  • Zoom in up to 400% without the text spilling off the screen and without content being truncated or overlapping 
  • Navigate most of the website using just a keyboard 
  • Navigate most of the website using speech recognition software 
  • Listen to most of the website using a screen reader (including the most recent versions of JAWS, NVDA and VoiceOver)

How accessible this website is 

We aim to meet the World Wide Web Consortium (W3C) Web Content Accessibility Guidelines (WCAG) 2.2 at AA level.  However, we know some parts of this website are not fully accessible: 

  • Some headings on the Meetings page aren't coded correctly

  • There are some accessibility issues with YouTube videos on some pages: 

    • Captions are inaccurate and cover important visuals in the video

    • There is no audio description  

    • Some of the buttons do not have a visible keyboard focus indicator  

    • Some of the buttons do not work when controlling the video with a keyboard 

    • Some of the buttons are not visible if the video has not been played but are still possible to navigate to using a keyboard

    • The timestamp button and timeline slider do not have accessible names that describe what they do 

    • Some of the buttons have tooltips that users cannot hover over with a mouse or dismiss using the escape key

    • At some screen widths, when zoomed in and at different orientations, the video crops, cutting off some of the content

    • If the video is playing, tooltips for some video buttons are only displayed for 3-5 seconds when hovering over the buttons 

  • Some pages include or link to Power BI dashboards and reports, which have several issues that might make them difficult for some people to use
  • Some pages link to StoryMap webpages, which have several issues that might make them difficult for some people to use

  • Some PDFs have accessibility issues, such as:

    • Some tables, lists, heading, footnotes and notes are not correctly formatted

    • Some diagrams do not have alternative text descriptions

    • Some link text does not clearly describe where the viewer is being taken or what they can expect when they click the link

    • Some PDFs do not have a title or language assigned to them

    • Some colour combinations don't have good enough contrast

Headings not correctly nested

On the Meetings page, the levels that headings in the Previous Meetings section are coded doesn't match how they are presented visually. This fails WCAG 1.3.1 Info and Relationships.

Videos 

Some pages include YouTube videos. They have the following accessibility issues:

  • Some videos include captions that obscure information in the video, don't include the name of the speaker when it's not visually obvious, and have some inaccuracies. This fails WCAG 1.2.2 Captions (Prerecorded)
  • Some videos communicate information in the visuals but not in the audio. The videos don't have a transcript and audio described versions of the videos have not been provided. This fails WCAG 1.2.3 Audio Description or Media Alternative (Pre-recorded) 
  • Some videos communicate information in the visuals but not in the audio. Audio described versions of the videos have not been provided. This fails WCAG 1.2.5 Audio Description (Pre-recorded) 
  • Some buttons in videos have tooltips that appear when you hover your mouse over them or navigate to them using a keyboard. It's not possible to hover your mouse over the tooltips without them disappearing. The tooltips also disappear after 3 seconds if the video is playing. This fails WCAG 1.4.13 Content on Hover or Focus and WCAG 2.2.1 Timing Adjustable
  • You can use several single character keyboard shortcuts to control the video when focus is anywhere in the video player. For example, pressing the F key turns full screen on and off. It's not possible to turn off or remap these shortcuts. This fails WCAG 2.1.4 Character Key Shortcuts
  • Some text and buttons overlay the video. The colour contrast of these text and buttons against the background depend on the colour in the video, and is often insufficient. Other text and video controls also have insufficient contrast, including their focus indicator. This fails WCAG 1.4.3 Contrast (Minimum) and WCAG 1.4.11 Non-text Contrast
  • You can't use the 'precise seeking' feature with a keyboard or without dragging. This fails WCAG 2.1.1 Keyboard and WCAG 2.5.7 Dragging Movements 

Power Bi dashboard and reports

We include or link to Power BI dashboards and reports from some web pages. They have the following accessibility issues:

  • Some charts and other data visualisations show information when you hover over them using a mouse. You can't access this information using a keyboard, which means people who can't use a mouse may miss out on information. You also can't hover your mouse over the information without it disappearing. This means people who need to zoom in and/or use large pointers may not be able to see all the information. This fails WCAG 2.1.1 Keyboard and WCAG 1.4.13 Content on Hover or Focus
  • Some charts and other data visualisations use colour coding to communicate information. This information is not explained in another accessible way, which means people who cannot see the colour difference may miss out on the information. This fails WCAG 1.4.1 Use of Color
  • Some text headings are not coded correctly. This means that the way text is organised may be difficult to understand for screen reader users. This fails WCAG 1.3.1 Info and Relationships
  • When using a screen display resolution of 1280 x 1024 and zoomed in up to 400%, you must scroll both horizontally and vertically to see all content. This fails WCAG 1.4.10 Reflow

Some Power BI reports may have additional accessibility issues. To help mitigate this, we provide further details on accessibility issues and how to request an accessible version alongside each report.

StoryMap webpages

We link to StoryMap webpages from some pages. They have the following accessibility issues:

  • Some components are not possible to use with a keyboard. This fails WCAG 2.1.1 Keyboard
  • It's not possible to see when you have navigated to some components using a keyboard. This fails WCAG 2.4.7 Focus Visible and WCAG 2.4.11 Focus Not Obscured (Minimum)
  • The focus order for some components isn't logical. This fails WCAG 2.4.3 Focus Order
  • Some components are coded incorrectly, so it's not clear how they work. This fails WCAG 4.1.2 Name, Role, Value
  • Some components have accessible names that don't sufficiently describe them. This fails WCAG 3.3.2 Labels or Instructions
  • Some components have accessible names that don't include the text in their visible labels. This fails WCAG 2.5.3 Label in Name
  • Some content is not fully visible when zoomed in or using smaller screen sizes. This fails WCAG 1.4.4 Resize Text and 1.4.10 Reflow

Tables on PDFs not correctly formatted

Some tables on the Greater Norwich Annual Monitoring Report 2021-2022 - Appendices and Draft Joint Five Year Infrastructure Plan 2025-2030 may be difficult for some people to access because:

  • Table header formatting is applied incorrectly (for example, across the whole table or not applied to a table at all)
  • It contains empty or merged cells
  • It contains unexplained abbreviations (for example, N/A)
  • It contains asterisks to take you to notes elsewhere or inverted commas, which some screen readers will not pick up
  • It uses colour coding, which anyone with difficulties differentiating between colours will find hard to use

Some lists on the Greater Norwich Annual Monitoring Report 2021-2022 - Appendices may be hard to read because they have content which isn't list text inserted into them - for example, headings or tables. Paragraph spacing may also have been used to separate list items. 

This fails WCAG 1.3.1 Info and Relationships

Headings on PDFs not correctly formatted

On the Greater Norwich Annual Monitoring Report 2021-2022 - Appendices and Draft Joint Five Year Infrastructure Plan 2025-2030 there may be headings which are not correctly set up using heading text. For example, using bold body text instead of an H4 heading style.

This fails:

Footnotes and notes not correctly formatted on PDFs

On the Greater Norwich Annual Monitoring Report 2021-2022 - Appendices and Draft Joint Five Year Infrastructure Plan 2025-2030 there may be notes and footnotes added without using the correct references menu, or an asterisk used to mark a note when some screen readers are unable to pick up asterisks.

PDFs without an assigned language or accessible title

The Greater Norwich Annual Monitoring Report 2021-2022 - Appendices and Draft Joint Five Year Infrastructure Plan 2025-2030 may not be correctly formatted with an accessible title or language (for example, English).

Insufficient colour contrast between text and background

The content is not within the scope of the accessibility regulations 

Older documents 

Many of our older documents do not meet accessibility standards - for example, they may not be structured so they're accessible to a screen reader. This fails WCAG 4.1.2 Name, role, value. 

The accessibility regulations do not require us to fix documents published before 23 September 2018 if they're not essential to providing our services. 

Any new documents we publish will meet accessibility standards. 

Maps 

Our maps are not accessible to screen reader users. We have ensured that essential navigation information included in maps, such as addresses or directions, are available in an accessible format. 

Preparation of this accessibility statement 

This statement was prepared on 10 March 2025. The statement was last reviewed on 04 December 2025. 

This website was last tested in March 2025. Norfolk County Council's Digital Customer Experience Team carried out the test. 

We tested the website www.greaternorwichgrowth.org.uk using automated and manual tests.

We used:

  • Stylus browser extension
  • Colourcontrast.cc browser extension

We used a sample-based approach to auditing, based on the Website Accessibility Conformance Evaluation Methodology (WCAG-EM).
